01Overview

Bell Partners is an apartment investment and property management company based in Greensboro, North Carolina, founded in 1976. It buys apartment communities through its own investment funds and runs them with its own staff, and it also manages communities for partners and third-party owners. Since July 2026 it has been owned by Sun Life Financial and operates as a distinct business inside BGO, Sun Life's real estate arm.

In Dallas-Fort Worth it runs an office at Two Galleria Tower on Noel Road. Many of its DFW communities carry the "Bell" name prefix it applies after an acquisition, such as Bell Katy Trail, Bell Knox District and Bell Southstone Yards.

Bell has appeared on the National Multifamily Housing Council's Top 50 Managers list for many years. It was named a Top Employer by the National Apartment Association in 2023 and 2025, and in 2025 won a Brandon Hall Group Gold award for its leadership development program and a Stevie Silver award for its learning team.

Our summary

In May 2014, Bell settled HUD fair housing complaints filed by the National Fair Housing Alliance, the Austin Tenants' Council and the National Association of the Deaf. Testing had alleged that deaf applicants calling through relay services were treated less favorably at properties in Texas and Georgia. Bell agreed to payments, staff training and a written non-discrimination policy.

In August 2024, residents filed a proposed class action against Bell Partners and the owning entity after a July 2024 fire at Bell Collier Village in Atlanta. The suit alleges that fire-safety failures contributed to the fire's spread. These are allegations.

Bell was one of the landlords named in the District of Columbia's antitrust suit over RealPage rent-setting software. In June 2026 it settled, agreeing to a payment to the District, to stop using revenue software that relies on competitors' non-public data, and to stop sharing such data. It did not admit fault.

About the leadership

Lili Dunn is Chief Executive Officer and President. She joined in 2010 after roughly two decades at AvalonBay Communities and earlier work at Trammell Crow Residential. She became CEO in 2022, the first leader from outside the Bell family. Cindy Clare, who joined in 2017 from Kettler Management, is Chief Operating Officer. Sarah Young, formerly of Quarterra Group (Lennar), Walton Street Capital and Ernst & Young, became Chief Financial Officer in 2025. Kate Byford, formerly of Capital One and Freddie Mac, has been Chief Administrative Officer since 2024.

Jami Moore, Senior Vice President of Operations since 2008 and formerly of UDR, oversees day-to-day operations for Bell's fund, joint venture and fee-managed communities in a group of states that includes Texas. Will Goode, a Regional Director based in Dallas who previously worked at MAA, is listed on LinkedIn as part of Bell's regional operations; his profile shows him joining Bell in 2020 as a regional manager. Tony Ramos, with Bell since 2016, leads construction services, including renovations, capital projects and casualty rebuilding.

Nickolay Bochilo, with Bell since 2001, is Chief Investment Officer and has been the named spokesperson on its DFW acquisitions. On the corporate side, Art McCann, formerly Chief Information Officer at Highwoods Properties, has led information technology since 2021. Third-party business development has historically sat with Durant Bell, a member of the founding family who joined in 2006; in 2020 the firm's own press release named him Executive Vice President of HNW Relations and Business Development. He does not appear on the current leadership page, and no other named business development contact is listed today.   • Third-party contract for JB Matteson's West Coast portfolio (2018). In July 2018 Bell took over management of 17 apartment communities in California and Washington owned by investment manager JB Matteson, a portfolio valued at over $1 billion, adding to its existing California business.[50]
Our notes on performance and fees

Bell does not publish operating results for the communities it manages. No independently verified figures were found for occupancy, rent growth, NOI, operating expenses, collections, resident retention, turn times or capital spending across its portfolio. Its property management pages, investor pages, news posts, 2024 ESG report and the pension fund memos reviewed give size, strategy and fund-return claims, but no property-level metrics.

The portfolio-level operating figures found are brief statements by executives. In an April 2020 NMHC webinar, early in the COVID-19 pandemic, then-President Lili Dunn said Bell's occupancy and rent collections were running around 95%, while retail space inside its communities fared much worse. In an October 2023 interview with Multifamily Dive, Chief Operating Officer Cindy Clare said Bell aims to keep its communities in a 94% to 96% occupancy band, with about 95% as the goal. That is a target, not a result. She called resident retention the firm's top priority, but gave no renewal or turnover rates, and her later articles and interviews through 2026 also gave none.

The only concrete property results found come from one property and are Bell's own claims. When it sold Bell Morrison in Charlotte, North Carolina in 2015, Bell said a $1.6 million repositioning and renovation plan during its roughly three years of ownership lifted rents by more than 39%. That is a single value-add deal from a strong rent period, not a measure of the whole portfolio. When it bought two neighboring Boca Raton communities in 2020 and merged them, Bell said it expected combined operations to cut expenses and raise NOI, but it gave no figures then or later.

The other outside figures found are investment returns. A November 2022 memo from the Pennsylvania Public School Employees' Retirement System reported net returns on Bell funds it had invested in, and Bell says it has often ranked in the top two Preqin performance quartiles. Those measure fund returns, not how well properties are run day to day.

The only concrete fee terms found come from two 2015 third-party management agreements Bell signed with Bluerock-owned apartment communities, filed with the SEC. Bell charged a base fee of 3% of gross receipts, plus small per-unit monthly charges for revenue management, training, marketing and utility billing (the utility billing charge passed to residents). Capital projects over $10,000 carried a 6% construction supervision fee, with separate percentage fees for casualty repairs, meter replacement and telecom contract negotiation. These terms are over a decade old and may not reflect current pricing.

Our notes on technology

Bell runs on Yardi. Its vendor program uses Yardi Procure to Pay for invoicing, its communities use Yardi's RentCafe for resident services and online leasing, and its own Bell Living app handles rent payments, maintenance requests and amenity bookings. Vendors are credentialed through RealPage Vendor Credentialing.

DFW community websites such as Bell Katy Trail and Bell Knox District book tours through Hy.ly and offer self-guided tours through Rently. The D.C. Attorney General alleged that Bell used RealPage revenue management software to set rents at two D.C. properties; Bell's site mentions revenue management but does not name a current vendor.

For reporting, Bell has an internal data architecture group that uses Microsoft Power BI; a 2025 job posting described moving its Power BI models off an older SSAS cube. On AI, CEO Lili Dunn wrote in 2024 that Bell began testing machine learning in leasing in early 2020 and then rolled out a virtual leasing assistant that answers prospects' questions, books tours and helps set move-in dates. She said machine learning is also used in training and data tracking. Bell has not named the vendors behind these tools, and no DFW community site reviewed showed an AI chat assistant.

On the investment side, Bell uses Juniper Square for fundraising, investor reporting and its investor portal. Juniper Square's client story says Bell's core system sends data to Juniper Square through an automatic overnight feed. No public information was found on a resident-facing or owner-facing API.

Bell's DFW footprint grew through fund acquisitions, including Residences at Starwood in Frisco (2022), Gateway Crossing in Plano (2024) and The Albee in Frisco, renamed Bell Southstone Yards (2025). Nationally, its reported management total rose into 2025 and then fell by its 2026 figures, and trade press listed it among the larger declines on the 2026 NMHC managers list. Headcount has stayed roughly level since 2022. The July 2026 sale to Sun Life gives Bell a larger parent and responsibility for BGO's U.S. apartment assets. It continued buying in September 2026, in San Jose and Northern Virginia.

Bell was a private, Bell family-founded company until Sun Life announced in March 2026 that it would buy it and combine it with BGO. The deal closed on July 2, 2026, giving Sun Life full ownership, paid mostly in Sun Life shares. Bell kept its brand, leadership team, offices and investment vehicles, and took on oversight of BGO's wider U.S. apartment holdings.

The business is vertically integrated: acquisitions, fund and asset management, construction management and on-site property management sit in one company. Most recent DFW purchases were made for its value-add funds (Fund VII and Value Add Fund VIII), and Bell then manages those properties. It also states that it manages communities for third-party clients and offers consulting and advisory services.
