RPM Living is a multifamily property management, investment and development company based in Austin, Texas. It was founded in 2002 as Roscoe Property Management and later rebranded as RPM. Some listing sites still show the older "Roscoe Properties" name for buildings it manages. It runs apartments for outside owners across many US states and also invests in apartments through its investments arm.

RPM manages conventional market-rate apartments, affordable housing, senior living and student housing. Its Dallas-Fort Worth portfolio includes Class A and value-add communities in North Dallas, Las Colinas and Farmers Branch. Several of these communities carry the owner's brand, such as Cortland and Luxia, rather than RPM's.

Affordable housing is a sizable part of the business. RPM has a dedicated affordable operations team and a compliance department. It manages tax credit (LIHTC), public facility corporation, housing finance corporation and project-based Section 8 properties. It also manages communities for public housing agencies, including Fort Worth Housing Solutions and Nashville's housing authority.

RPM ranks among the largest US apartment managers on the National Multifamily Housing Council's annual NMHC 50 list. It placed third in 2024 and fourth in 2026. Our assessment of employee reviews on Glassdoor is positive overall. Recurring complaints concern turnover and workload at the property level.

In February 2024 the Arizona Attorney General sued RealPage and nine landlords, including RPM Living. The suit alleges they used RealPage pricing software to coordinate and inflate rents in Phoenix and Tucson. As of February 2026, the claims against RPM remained pending. RPM Living is also a settling defendant in the federal RealPage rent-pricing class action in the Middle District of Tennessee (MDL 3071), which made similar allegations. That settlement has preliminary approval, and the final fairness hearing is set for October 15, 2026. Settling does not mean RPM admitted the allegations. We found no Texas WARN layoff notices filed under RPM's name. Online reports of an "RPM" data breach refer to a different company, Receivables Performance Management.

About the leadership

Jason Berkowitz founded the firm in 2002 and is its Chief Executive Officer. A profile aggregator lists NWJ Companies as an earlier employer. Chad Borchgardt is Chief Operating Officer. He joined RPM in 2016 after regional roles at Landmark Apartment Trust and Colonial Properties Trust. Cynthia Miller is President of National Operations. She spent about fourteen years at Alliance Residential, rising from regional manager to senior vice president, and joined RPM in 2020. Alexis Vance, Chief Experience Officer, also came from Alliance Residential in 2020. She joined Alliance in 2007, led its marketing and later ran its portfolio services. Mariana Estrada, Chief Strategy Officer, has been with the firm since 2012, when it still operated as Roscoe Properties.

Two newer executives run corporate functions. John Napier became Chief Legal Officer in 2025, overseeing legal, risk and insurance. He spent about nine years in Greystar's legal services group and earlier practised at Crowe & Dunlevy and Vinson & Elkins. David S. Lynch is Chief People Officer; RPM says he spent 18 years in hospitality before moving into apartments.

The investments business is led by Hank Farrell, CEO of RPM Living Investments since its formation in 2021. He earlier co-founded and ran F&B Capital. Josh Kahn, a former real estate attorney, runs its operations and joined RPM in 2013. Ron Bonneau leads acquisitions; he came from PCCP and earlier worked at Lehman Brothers and TriMont Real Estate Advisors.

In Dallas, operations are led by Jennifer Haney, Division President of Operations, who came to RPM in 2019 from B/K Multifamily, and Candiss Escobar, Senior Vice President of Operations, who joined in 2025. Escobar was a managing director at Greystar and earlier a senior regional manager at Archstone. Candice Harris leads affordable operations. She came to RPM in 2021 through its merger with CF Real Estate Services and earlier worked in affordable housing at National Community Renaissance. New management business is handled by the client services team under Max O. Reinbach III, who joined in 2016 from Stream Realty Partners and earlier worked at Greystar.   • EliseAI rollout across managed portfolio. After a pilot, RPM enrolled a large share of its managed units in EliseAI's leasing, maintenance, delinquency and voice AI tools during its 2025 budgeting season. EliseAI reports higher occupancy, on-time payments and renewal conversion at enrolled communities.[33]
  • J Turner Research reputation tracking at Dallas-area affordable properties. RPM used J Turner's resident surveys and Ratings Tracker to measure resident satisfaction at its Dallas-area affordable communities. J Turner reports a 33% rise in the portfolio's online reputation (ORA) score and gains in resident satisfaction and leasing agent ratings.[32]
  • 2025 Resident Experience study with LiftMaster and EliseAI. RPM co-sponsored a 2025 resident experience study that ranked staff, technology, community and amenities as the main drivers of resident satisfaction and retention.[34]
  • HappyCo call management for after-hours resident calls. RPM replaced many separate answering services with HappyCo's Call Management, so resident calls and maintenance requests run through one workflow that logs work orders automatically. HappyCo reports simpler training and better reporting for regional managers, but gives no figures on response times or costs.[61]
  • TransUnion resident screening across the portfolio. In October 2025 TransUnion announced that RPM expanded its use of TransUnion's TruVision Resident Screening to its whole managed portfolio, to make applicant screening consistent across its communities.[62]
Our notes on performance and fees

RPM is private and does not publish portfolio results. Its investments pages describe strategy without figures, and we found no independent public data on its NOI, operating expenses, unit turn times or capital spending.

The only operating figures come from a vendor case study by EliseAI, RPM's AI leasing and resident communication provider. EliseAI reports higher occupancy, more on-time rent payments, better renewal conversion and a modest rise in in-place rent at RPM communities using its tools and managed services. These are vendor-reported results for part of the portfolio, not audited firm-wide numbers. A separate case study by J Turner Research reports better online reputation and resident satisfaction scores at RPM's Dallas-area affordable communities. A HappyCo case study on RPM's maintenance call handling describes process gains but gives no figures.

Two commercial mortgage-bond filings from 2026 show what owners paid in management fees at properties RPM manages. At The Kensley in Howell, Michigan, and at Icon Broadway in Tucson, Arizona, the management fee came to about 3.0% of effective gross income, meaning the rent and other income actually collected, over the 12 months to early 2026. The lenders underwrote the same rate. The owner pays this fee out of property income; it is not a charge to residents.

These are examples, not RPM's standard rate. The filings name RPM as the current manager but do not say it managed each property for the whole period, and they do not state the contract terms. Other bond filings name RPM as manager at Texas properties held through housing finance corporation tax-exemption programs without stating its fee. No public information was found on RPM's lease-up, construction or other owner fees, on fees charged to residents, or on fee terms with Fort Worth Housing Solutions or Nashville's housing agency. Fee pages online under the "RPM" name mostly belong to Real Property Management, an unrelated single-family franchise.

Our notes on technology

RPM's IT support job postings name Yardi and RealPage as its property management systems. At least one Dallas community RPM manages is listed on Yardi's RentCafe with a RentCafe resident portal link. The Arizona Attorney General's complaint alleges that RPM used RealPage revenue management software.

For leasing, a 2022 post by Knock, a multifamily leasing CRM, quotes RPM's then Director of Marketing saying the firm used Knock to see which marketing channels produced leases. We found no newer source confirming that RPM still uses Knock.

RPM also offers residents its own branded RPM Living app for paying rent, requesting maintenance, booking amenities and joining community events. The app is built on Flamingo, a resident engagement platform from an outside vendor.

RPM uses EliseAI for AI leasing, maintenance requests, delinquency follow-up and voice calls, and rolled it out widely across its managed portfolio in 2025. It uses HappyCo's Call Management to handle resident and after-hours maintenance calls in one workflow, replacing a patchwork of answering services. In 2025 it extended TransUnion's TruVision resident screening to its whole portfolio. It uses J Turner Research for resident surveys and online reputation tracking. RPM also describes its own business intelligence and reporting tools but does not name the vendors behind them.

No public information was found on RPM's data integrations or APIs.

RPM grew very fast from 2019 to 2024. It bought B/K Multifamily Services in 2019, Maverick Residential in Phoenix in 2020, and Pace Realty in Dallas in 2021, and it merged with CF Real Estate Services in 2021. In that time it moved from outside the top 40 on the NMHC manager list to third, and its staff roughly doubled between 2022 and 2024.   • 2021-01 · mergerRPM (then Roscoe Property Management) merged with Atlanta-based CF Real Estate Services, with the combined firm operating under the RPM brand.[10]

RPM is privately held and led by its founder, Jason Berkowitz. We found no public record of a private equity owner or parent company. Its main business is third-party management for owners it calls client partners.

RPM Living Investments, led by Hank Farrell, buys apartments for its own account and in joint ventures with institutional capital, such as PCCP and Ascentris. The firm says this owned portfolio is worth several billion dollars. So on some buildings RPM is both an owner and the manager. RPM grew largely through acquisitions and a 2021 merger with Atlanta-based CF Real Estate Services.
