01Overview

Hilltop Residential is a Houston-based apartment investment firm founded in 2017 by Greg Finch, previously a co-founder and president of Venterra Realty. It buys existing apartment communities, mostly Class A and B properties built from about 1990 onward, renovates them, and runs them with its own property management staff. Its markets are Texas and the Southeast. In 2025 it added a ground-up development arm.

  • 2026-03 · lawsuitAbout an owner entityA lender, US Income Partners, sued in federal court in Tampa to unwind the May 2024 sale of Mystic Pointe Apartments in Land O' Lakes, Florida. It alleges the sellers had no authority to sell because it controlled the selling entity after a loan default. The buying entity, CH Realty X-Hilltop MF Tampa Mystic Pointe Holdings, is a defendant along with the sellers and two mortgage lenders. The dispute is over title to the property, not how it is managed. At the last docket entries seen, no defendant had responded.[42][43][41]
Our summary

In March 2026 a lender, US Income Partners, sued in federal court in Tampa to unwind the May 2024 sale of Mystic Pointe Apartments near Tampa, which Hilltop announced buying. The lender alleges the sellers had no right to sell because it controlled the selling entity after a loan default. The Hilltop-linked buying entity is named as a defendant along with the sellers and two mortgage lenders. The case concerns title to the property, not how Hilltop runs it, and was at an early stage when last checked.

No other lawsuits, fair housing actions, regulatory penalties, data breaches or Texas WARN layoff notices naming Hilltop Residential were found in our searches. The firm uses RealPage's property management software, but we found no RealPage rent-pricing lawsuit that names Hilltop. Searches for "Hilltop" turn up unrelated firms with similar names, including a Hilltop apartment complex in Santa Cruz, California run by Greystar, which is not this company.

About the leadership

Greg Finch co-founded Venterra Realty and was its president from 2001 to 2016. David Wylie spent about two decades as a multifamily investment sales broker before Hilltop, most recently as Vice Chairman in the Houston office of Newmark Knight Frank, formerly Apartment Realty Advisors. Clay Hicks joined as Chief Operating Officer in July 2026, coming from The Dinerstein Companies and, before that, Greystar, where he ran its Central South region. He was president of the Houston Apartment Association in 2020 and the Texas Apartment Association in 2022.

Monica Deleon runs day-to-day property management. She joined from Greystar in 2017 at Hilltop's first community. Max Monzon, with the firm since its start, leads acquisitions, dispositions, financing and capital formation. Alex Rafieha leads asset management. He was Hilltop's first regional manager and earlier worked at Venterra Realty and Alliance Residential. Eric Overton leads development and previously worked at DHI Communities, JLB Partners and Crow Holdings. Tom McDonald, with the firm since 2017, leads strategic growth, including the third-party management platform. Justin Jasper leads business development. He built third-party management divisions at RADCO Residential and OneWall Communities and was a senior vice president of business development at Asset Living.

In Dallas-Fort Worth, Nikki Saldana, formerly of Greystar, and Cynthia Valdez are regional managers, and Charles Day is the regional service manager. Regional vice presidents are Kami Venable (Houston and Austin), who came from Greystar, Lindsay Ardillo (Georgia, Tennessee and North Carolina), who came from Camden Property Trust, and Lauren Moseley (Florida), who came from Venterra Realty. Much of the regional bench came up through Greystar, Camden and Venterra.

Case studies (2)
  • Waterside Village, Houston. A 2017-built community bought off-market in June 2019. Hilltop added a second elevator and renovated the leasing office, pool, courtyards and fitness center. The firm says occupancy rose more than 7 points after closing and NOI ran ahead of its pro forma. These are the firm's own claims.[34]
  • The Brazos, Dallas. A 1998-built community bought off-market in December 2018 for $42.3 million and sold in February 2021 for $52.4 million. Hilltop renovated the amenities and interiors (flooring, smart home technology) and added private yards and reserved parking. The firm reports a deal-level IRR of 22.27%, its own claim.[34]
Our notes on performance and fees

No independently verified operating data (occupancy, rent growth, expenses, collections, resident retention or turn times) was found. Hilltop's investor page gives two property case studies, both the firm's own claims. At Waterside Village in Houston, bought in 2019, the firm says occupancy rose and net operating income ran ahead of plan after an amenity overhaul and a second elevator. At The Brazos in Dallas, bought in 2018 and sold in 2021 after amenity, interior and exterior renovations, the firm reports a profitable exit. These are single properties, not portfolio figures. The firm also publishes realized fund returns, which are its own claims.

Capital spending is disclosed only deal by deal. For Aveline at Centreport in Fort Worth, bought in 2026, Hilltop announced a $1.25 million exterior and amenity program on top of interior upgrades. For Villages of Cypress Creek in Houston, bought in 2017 with Bluerock Residential Growth REIT, Bluerock announced a $2.0 million renovation program. No portfolio-wide capital spending figure was found.

On service standards, Hilltop's job postings describe a 48-hour work order guarantee and a make-ready checklist for vacant unit turns. We found no published figures showing how often the guarantee is met or how long unit turns take.

No public information was found on Hilltop's property management fees. Its site describes a third-party management platform but publishes no fee terms, and we found no management contract naming it. On the investor side, a 2020 profile described its funds as paying the sponsor a 25% promote over a 9% IRR, calculated at the fund level with no catch-up. That is a fund term for investors, not a fee charged to property owners.

Our notes on technology

Hilltop's job postings ask for experience with RealPage OneSite, which points to OneSite as its property management system. Its community sites use RealPage Online Leasing for applications and ActiveBuilding, RealPage's resident portal, for rent payments and service requests. Several DFW community sites use EliseAI, an AI leasing assistant, to book tours, and the firm's community links carry Knock tracking tags. The firm's team page says a support and performance manager led the portfolio-wide rollout of its CRM platform in 2022. Its corporate site is built on LeaseLabs and its community sites on Jonah Digital.

Hilltop sets rents with an in-house pricing and revenue management team, led by a senior revenue manager. An asset management job posting describes that team issuing weekly pricing recommendations and asks for help improving pricing reports and revenue dashboards. The firm's team page says its director of investment, operations and data strategy builds business intelligence tools and analytical models in-house, so its reporting appears to be its own rather than a named vendor product. We found no public source naming the revenue management software behind its pricing work. Hilltop is not named as a defendant or settling landlord in the RealPage rent-pricing cases we checked, so those cases do not show which pricing tool it uses. We found no vendor integration listing, open API or data platform announcement naming Hilltop.

Hilltop has grown steadily since 2017 through fund-backed acquisitions, with occasional sales such as Mason Park, 3101 Place and The Brazos. It began in Texas and in 2020 hired a former Venterra executive to lead expansion into Georgia and Florida. It raised a larger fund in 2026 than in 2022 and said it expected to invest Fund VI within two years. Its reported headcount grew between 2024 and 2025. It added a development division in 2025 and hired an outside COO in 2026. Its site now also describes a third-party management platform, and 2026 job postings say it is moving into income-restricted and mixed-income housing, both signs of a firm still expanding.

Hilltop is a private, founder-led firm. Greg Finch and David Wylie are the founding and managing partners. We found no parent company, outside ownership stake or change of control. It raises capital through its own closed-end funds, most recently Hilltop Growth Fund V (closed December 2022) and Fund VI (closed April 2026). Fund VI investors were described as endowments, foundations, financial institutions, insurance companies, RIA platforms and family offices.

The firm describes itself as vertically integrated. Its main business is managing the communities its own funds buy, and when it buys a property run by another manager it moves it to its own management, as it said it would at Aveline at Centreport. Its team pages now also describe a third-party management platform and a business development director who pursues management contracts with outside owners. We did not find any named property Hilltop manages for an outside owner, so it remains mainly an owner-operator.
